The FSIN explained why the akyn Askat Zhetigen was placed in the SHIZO
According to information provided by the agency, these allegations are unfounded.
“On March 2, Askat Zhetigen uulu violated internal rules by attempting to provoke a conflict with the staff and urging other inmates to ignore the lawful demands of the administration. As a result, he was subjected to a disciplinary sanction—placement in a punishment cell for 15 days,” the GSIN reported.
Regarding coal supplies, 556 tons and 920 kilograms of coal were allocated to facility No. 27 for the heating season, which is used to heat all buildings, including residential blocks and administrative premises. To comply with hygiene standards, the facility's bathhouse is heated even on sanitary days, and inmates can visit it according to a set schedule. Staff are prohibited from using this bathhouse,” the agency clarified.
GSIN also noted that a gym was organized in the residential area of the facility for inmates to engage in sports and improve their health.
“Due to the small size of the gym, inmates visit it according to a pre-approved schedule. For the major renovation of the gym, dining hall, bathhouse, and staff offices, 2 million 243 thousand soms were allocated. The renovation work has already been completed, and rooms for visits have been built in the facility, along with new furniture and equipment installed,” GSIN added.
As for complaints regarding the violation of inmates' rights, in 2025, representatives of the akiykatchi institution conducted three inspections at facility No. 27, while the prosecutor's office conducted eight. In 2026, representatives of the ombudsman and the prosecutor's office conducted three inspections each.
It should be noted that Askat Zhetigen is a well-known akyn and civil activist who was sentenced to three years on charges of inciting mass riots and seizing power. A criminal case against him was initiated in March 2024 following his critical video addresses to the authorities, published on social media.
