As reported by the Ombudsman Institute, Askat Zhetigen filed complaints while in facility No. 27. In his letter, he stated that on March 2, the head of the operational department, Ulan, sent him to the punishment isolation cell (PIS), threatening him with "harsh conditions" and accusing him of inciting other inmates. Zhetigen called these accusations "complete falsehood," emphasizing that he has never supported criminal elements.

He believes that his transfer to PIS is retaliation for the information he provided to the Ombudsman representatives about violations in the colony. According to him, during the inspection, a staff member of the colony tried to prevent him from sharing this information, which led to a conflict between them.

Response from the Penal Enforcement Service

The Penal Enforcement Service (PES) denied all of Zhetigen's accusations. The agency stated that the information regarding violations and the infringement of the inmate's rights is not true.

According to PES data, there are currently 1,102 inmates in facility No. 27. For the heating season of 2025/26, 556 tons and 920 kilograms of coal were allocated, which is used for heating residential and administrative buildings. The agency also noted that staff do not use the facility's bathhouse.

Regarding capital repairs, PES reported that under item 3111 of the budget for this work, 2 million 243 thousand soms were allocated, with funding coming from the state budget.

Concerning the transfer to PIS, the service explained that on March 2, Zhetigen allegedly violated internal regulations and called on other inmates to ignore the lawful demands of the administration. Based on Article 118 of the Criminal Executive Code of the Kyrgyz Republic, he was subjected to a disciplinary sanction of 15 days in the punishment isolation cell. This decision, as clarified by the agency, was made by the head of the facility.

PES also added that the activities of the facilities are under constant supervision by the prosecutor's office and the Ombudsman Institute. In 2025, facility No. 27 was inspected by Ombudsman representatives three times and by the prosecutor's office eight times, and in 2026, it was inspected three times by each agency.
