In accordance with Presidential Decree No. 22, a comprehensive evaluation of the activities of heads of state structures and local government bodies was carried out.
As a result of the assessment, 86 heads were analyzed. The results were distributed as follows:
- 64 heads successfully passed the assessment.
- 22 heads were not assessed due to insufficient experience (less than 6 months).
The assessment results showed:
- 44 heads received an "Excellent/Good" rating.
- 19 heads were rated "Satisfactory".
- 1 head received an "Unsatisfactory" rating.
Among the bodies whose heads showed the best results were:
- The Supreme Court of the Kyrgyz Republic and the Constitutional Court;
- The Accounts Chamber and the Ombudsman Institute (Akıykatçı);
- The city administrations of Osh and Kochkor-Ata;
- District administrations: Toguz-Toro, Kochkor, Chon-Alai, and Ak-Suu.
The head of the Ak-Suu District State Administration is Karybekov Adilet Karybekovich.
Adilet Karybekov was born on September 18, 1990, in Balakchy, located in the Issyk-Kul region.
In 2013, he graduated from the Kyrgyz State Law Academy (KGLA) with a degree in "Customs Affairs," becoming a qualified lawyer.
In 2024, he completed a course on "Effective Management in State and Municipal Service."
In 2019, Adilet participated in training organized by the Hanns Seidel Foundation (Germany), which focused on the development of "smart cities," sustainable development, and tourism marketing.
Adilet Karybekov began his career in 2010 as a sports instructor. Later, he worked as a lawyer's assistant in Karakol, which allowed him to gain practical experience in the field of law.
In 2017, he held the position of chief legal specialist at the Teplyklyuchen Ayil Okmotu and was elected chairman of the Ayil Council, where he oversaw issues of legality and interaction with the population.
From 2017 to 2023, he worked as a chief legal specialist in the Ak-Suu District State Administration, engaged in legislative drafting and legal expertise of documents.
Since March 22, 2023, Adilet Karybekov has held the position of head of the Ak-Suu District State Administration, coordinating internal processes, personnel policy, and monitoring the execution of assignments.
He has been awarded numerous honorary awards:
- Certificates of honor from the authorized representative of the president in the Issyk-Kul region;
- Departmental certificates from the Ministry of Justice for the Issyk-Kul region;
- The Ministry of Internal Affairs of the Kyrgyz Republic medal "For Assistance";
- A number of certificates of honor from the district administration and public organizations.
