The Committee on Judicial and Legal Issues, Law Enforcement, Anti-Corruption, and Crime Control held a meeting during which the bill "On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Law on Road Traffic, the Code of Offenses)" was reviewed and approved in the first reading.
The initiators of this bill are deputies Marlen Mamataliyev, Medina Kairylbekova, and Adilet Belekov. Belekov explained that the main goal of the bill is to reduce harmful emissions from vehicles, which will be achieved through the establishment of legal mechanisms that encourage vehicle owners to comply with environmental standards, including the use of functioning catalytic converters.

During the discussion, deputy Zhyldyz Kurmanalieva expressed support for the bill, noting the importance of accurately defining key terms and concepts. Nurbek Sydygaliev, another deputy, clarified how vehicles not equipped with catalytic converters will be identified and the established responsibility for this.

Abdyldabek Egemberdiev emphasized the need to consider the year of manufacture of vehicles alongside the issue of catalytic converters in combating environmental problems. Ulanbek Zhaanbaev proposed increasing the number of state laboratories for checking the technical condition of imported vehicles and introducing a unified tariff for such checks. In conclusion, Ulukbek Uzakbaev stressed that the implementation of the initiative should occur through incentive mechanisms rather than punitive sanctions.
