Ban on leaving Kyrgyzstan: clarification from the Bailiff Service

An official clarification regarding temporary restrictions on the exit of citizens from Kyrgyzstan has been provided by the Enforcement Service under the General Prosecutor's Office of the country.

As stated in the legislation, temporary exit bans can be imposed for various reasons, and the procedure for their removal depends on the type of debt.

Reasons for bans from enforcement officers
Enforcement officers may issue a decision to impose an exit ban in the following situations:

Violations of regulations (fines from government agencies, including traffic rules)


When the decision to collect a fine has come into legal force and has not been executed within the established time frame, a restriction is imposed. To lift it, the debt must be fully paid off. Payments made through mobile applications are processed within 24 hours, after which the information is updated, and the ban will be lifted.

Failure to fulfill judicial obligations (debts, alimony, taxes, loans)


Within the framework of enforcement proceedings, the restriction can be lifted after the full repayment of the debt, at the initiative of the creditor, or upon termination of the proceedings in accordance with the law.

Bans from law enforcement agencies and other institutions
The Enforcement Service noted that it is not responsible for restrictions imposed by other authorities. In the context of criminal cases or judicial processes, such bans may be introduced by law enforcement agencies or the court. In these cases, the question of lifting the restriction is decided only by the authority that imposed it.

The agency also urges citizens to check for any debts in advance before planning trips. Timely fulfillment of obligations will help avoid obstacles to exercising the constitutional right to freedom of movement.
