The Enforcement Service under the General Prosecutor's Office of the Kyrgyz Republic has published an official clarification regarding temporary restrictions on citizens' travel abroad.

According to the current legislation of the Kyrgyz Republic, a temporary travel restriction may be imposed for various reasons, and each of these restrictions has its own characteristics and procedures for removal.
Restrictions imposed by enforcement officers

Enforcement officers have the right to impose a temporary travel restriction for the following reasons:

1.1. In connection with offenses (for example, unpaid fines from authorized state bodies, including traffic violations)

If the decision to collect a fine has become final and has not been fulfilled within the established time frame, the enforcement officer issues a decree on the temporary restriction of the debtor's right to travel abroad.

To lift the restriction, the debtor must fully pay off the debt. Payment can be made through mobile applications within 24 hours, after which the information will be updated automatically and the restriction will be lifted.

Citizens can also check their debts on the official website — https://suddep.sot.kg/page/debtors, using mobile banking applications, or by using a special QR code provided by the Enforcement Service.

1.2. In cases of unfulfilled obligations according to court decisions (debts, alimony, taxes, loans, and other financial claims)

If the court decision has become final and has not been executed, the enforcement officer has the right to impose a temporary travel restriction within the framework of enforcement proceedings.

The lifting of the restriction in this category is possible in the following cases:
upon full compliance with the requirements of the enforcement document;
upon written request from the creditor;
upon full repayment of alimony debts;
upon full compliance with obligations for periodic payments;
upon termination or completion of enforcement proceedings in accordance with the law.

The decision to lift the restriction is made by the enforcement officer in accordance with the requirements of the legislation.
Restrictions imposed by law enforcement and state bodies

It should be noted that the Enforcement Service is not responsible for all types of temporary travel restrictions outside the country, as in some cases such restrictions are imposed by law enforcement and state structures.

In the framework of criminal cases, during investigations or court proceedings, the court or law enforcement agencies may impose a temporary travel restriction to secure the claim.

The Enforcement Service does not have the authority to lift such restrictions; only the body or court that imposed them can do so.

Citizens are advised to check for any debts in advance before planning trips abroad. Timely fulfillment of obligations will help avoid restrictions and ensure free movement, guaranteed by the Constitution.
