Deputy: A fine of 1,000 soms prevented five people from flying for Umrah. Who will compensate for the damage?

At the meeting of the committee on international affairs, Deputy Zhyldyz Sadyrbaeva shared information that a family of five was unable to fly for Umrah due to an unpaid fine of 1,000 soms. Despite having completed their registration, the border guards did not allow them to pass.

According to the deputy, the affected individuals checked their data in the "Tunduk" database, where there were no fines, but the border control service recorded an outstanding debt. "Why can't the two information systems synchronize? It is not their fault that the data does not match. There are terminals for payment at the airport, but the notification of payment clearance only arrives after three hours. People prepare for such trips for years, but due to problems in the systems, they lose the opportunity to fly. It is necessary to integrate the 'Tunduk' system and the border service to ensure constant information exchange. Let the border service compensate the citizens for their losses," she said indignantly.

In response, the first deputy head of the border service, Marat Maralbaev, noted that the border service has its own system that works with other government agencies.

He explained: "We have the SVN system, connected to all government structures. Information about fines is available; however, overlaps do occur. We try to resolve such issues quickly when there is confirmation from other agencies."

The deputy, disagreeing with his words, replied: "You say that overlaps happen, but because of this, an entire family could not fly. This is absolutely unacceptable."

Maralbaev added that there is a system that allows citizens to check for fines. The deputy asked what system he was referring to, to which Maralbaev responded that it was about the QR code placed on stands at control points.

Sadyrbaeva expressed doubt: "But it will be too late. Even if the passenger pays the fine, they will have to wait three hours, and the plane will not wait."

"Absolutely right," Maralbaev agreed.

"Apparently, 'Tunduk' operates independently, while your SVN system operates separately. Information entering one system should also be reflected in the other," the deputy concluded.

Elvira Surabaldiyeva supported her colleague's opinion and called on the responsible authorities to resolve this issue.
