
According to lawmakers, divorced families often face difficulties in obtaining the consent of the second parent.
During the first reading, the draft law "On Amendments to the Law of the Kyrgyz Republic 'On External Migration'" was considered by the Committee on International Affairs, Defense, Security, and Migration.
Deputy Chief of Staff of the President Almaz Raimbekov presented information about the draft law.
He noted that the initiative aims to simplify the procedure for obtaining a general civil passport for citizens under the age of 16.
According to him, the adoption of this draft law will improve the protection of children's rights and eliminate unnecessary complexities for families.
During the discussion, Deputy Jyldyz Sadyrbaeva raised the issue of the need to issue a power of attorney for taking a child abroad.
She emphasized the importance of regulating the mechanism for parental consent not only for obtaining a passport but also for the child's travel abroad.
Deputy Cholpon Esenamanova also noted that it is important to consider the possibility of obtaining consent for crossing the border from one parent.
According to her, in situations involving divorced families, it can be difficult to obtain the consent of the second parent.
Additionally, deputies, including Gulya Kozhokulova, highlighted this issue.
“The general civil passport, for which the consent of one parent is proposed, is used for leaving the country, while the actual departure is only possible with the consent of both parents. It turns out that we allow it, but at the same time, there is a prohibition,” the deputy explained.
