According to the document, the procedure for providing one-time social assistance is being revised, and the categories of citizens entitled to such assistance are being clarified. The explanatory note states that the changes are aimed at aligning the norms with budgetary capabilities and simplifying procedures.
In the updated annex to the resolution, the following key points regarding one-time payments in emergencies are outlined:
- payments will be made only upon the introduction of a state of emergency or emergency situation of severity levels II-V;
- three types of payments are provided:
- for citizens who have been evacuated or resettled — for urgent needs (water, food, essential items);
- for victims considering health damages — based on the conclusion of a forensic medical examination;
- for relatives of those who died (passed away) as a result of the emergency — also based on the forensic medical examination;
- the regional coefficient will not be applied;
- the relevant commission on civil protection will decide on the appointment of payments;
- the document also introduces reporting requirements for the use of allocated funds and clarifies inter-agency interaction in the case of international emergency assistance.
In the explanatory note, the Cabinet emphasizes that from 2023 to 2025, there have been more than 170 emergency situations in the country, resulting in the deaths and injuries of dozens of people. Clear criteria for the appointment of payments are necessary for prompt and fair assistance to the population, as well as to eliminate legal uncertainty.
