This initiative has been developed in accordance with the directive of the presidential administration and aims to harmonize national legislation with the technical regulation of the Customs Union TR TS 018/2011 "On the Safety of Wheeled Vehicles." Authorities emphasize that the implementation of new rules will help streamline the process of modifying vehicles and eliminate legal misunderstandings that have delayed the registration process.
Among the proposals of the draft:
- clarification of the procedure for making changes to the vehicle's design with a description of the sequence of procedures and document requirements;
- establishment of uniform standards for assessing the safety of vehicles after their modification;
- strengthening the responsibility of organizations engaged in the installation of gas equipment, including criteria for the qualification of workers;
- determination of an authorized state body for control and supervision in this area;
- introduction of the possibility to submit applications and documents in electronic format through public services.
It is worth noting that the need to update regulatory norms is related to the increase in cases of gas equipment installation and the deterioration of the technical condition of the vehicle fleet, where many vehicles undergo modifications without adhering to safety standards.
As part of this project, it is proposed to repeal three previous government resolutions that were in effect in 2016, 2017, and 2023, which concerned the modification of vehicles.
The document emphasizes that the implementation of new rules will not require additional costs from the state budget.
The resolution will come into effect seven days after its official publication.
