As part of the implementation of the strategy for attracting investments in the energy sector, established by President Sadyr Japarov, Minister of Energy Talaybek Ibraev conducted a working trip to the Naryn region from February 25 to 26, 2026. During this trip, the minister familiarized himself with the operations of various energy facilities, as reported by the ministry's press service.
The first stop of the visit was the construction site of the Kulanak Hydroelectric Power Station, which will have a capacity of 100 MW and is being built in Naryn. Here, the minister discussed the implementation timelines and technical aspects with the project management. Chief Engineer Asylbek Sariyev presented information on the current progress of construction and future plans. The Kulanak HPP is expected to be commissioned in 2027.
Ibraev also instructed responsible persons to ensure quality and timely execution of work according to the established schedule.
Currently, the following works are underway:
construction of a rock-fill dam, concrete spillways, a water intake channel, and a concrete wall for the channel;
installation of steel pipelines for the hydroelectric station and equipment for the turbines;
construction of a drainage channel, shore protection structures, and lower reinforced concrete structures.
During the trip, the minister also assessed the condition of facilities related to the "Upper Naryn Cascade" project, the implementation of which had previously been suspended. Discussions with energy company leaders focused on the resumption of the project and attracting investments for its further development.
Additionally, Minister Ibraev and the General Director of JSC "NESC" Ilgiz Sydygaliev held a meeting with employees of the Naryn Electric Network Enterprise.
Key issues discussed at the meeting included:
- the state of accounts receivable and ways to reduce it;
- development of the automated accounting system;
- results of the production of reinforced concrete products;
- efforts to reduce the number of emergency outages;
- enhancing safety during repair work;
- measures to combat corruption;
- implementation of the SCADA system for the digitalization of dispatch activities;
- upgrading infrastructure and current construction works;
- designing service rooms for the employees of the 35/10 kV "Dodomol" substation, as well as a warehouse and garage for the electric network section in Mantysh of the Kochkor district.
At the end of the meeting, the minister outlined specific tasks to enhance the reliability of energy supply, accelerate digitalization, reduce accounts receivable, and strengthen production discipline and safety.
