About 75 percent of Kyrgyz citizens pay for mandatory health insurance policies

According to information for 2025, about 75% of citizens of Kyrgyzstan have already purchased a mandatory health insurance policy. The Deputy Chairman of the Mandatory Health Insurance Fund, Sanjar Isaev, announced this data on the air of the "Sputnik Kyrgyzstan" radio station.

He also noted that approximately 25% of the population has not yet obtained an insurance policy.

Sanjar Isaev added: "We continue to conduct outreach work and hope for an increase in these figures. For example, in Azerbaijan, the coverage level is 100%, and we strive for similar results. The cost of insurance in that country is about $50 per year." Some categories of citizens in Kyrgyzstan are automatically considered insured and are not required to purchase a mandatory health insurance policy. These include:

children under 18 years old, full-time students, pensioners, military personnel, and individuals receiving state benefits.
"Lists of such citizens are updated every month, and the Ministry of Finance compensates funds to the budget of the Mandatory Health Insurance Fund. Since the beginning of 2025, this amount is 600 soms per year, and in 2026, an increase to 900 soms is planned. Other citizens, who do not have contributions from employers, self-employed individuals, and others, are required to independently purchase a mandatory health insurance policy, the cost of which is 1,840 soms per year. For foreign citizens, this amount is equal to 11,910 soms, but they can use a six-month policy," explained Isaev.

The mandatory health insurance policy can be paid for online. Electronic insurance provides the opportunity to receive various medical services under the state program for providing medical and sanitary assistance.

All citizens have the right to emergency medical assistance, regardless of insurance status.
"Even in the absence of a mandatory health insurance policy, any citizen can receive a minimum package of medical services at a clinic if they are registered at the Family Medicine Center. This allows for consultation and treatment prescriptions," added Sanjar Isaev.

However, in the case of planned hospitalization, the absence of a policy implies the necessity of full payment for medical services.
