More than 10,000 violations of environmental legislation identified in 2025 in Kyrgyzstan

In 2025, 3,619 inspections related to environmental and technical safety were conducted in Kyrgyzstan, according to the Ministry of Natural Resources, Ecology, and Technical Supervision of the KR. As a result of these inspections, 3,619 reports were compiled, leading to the identification of 10,666 violations of environmental legislation.

To rectify the identified violations, 1,981 directives were issued, which allowed for the elimination of 7,777 violations. During the reporting period, 4,879 cases of offenses were recorded, causing damage to the state amounting to 130 million 961 thousand soms.

Penalties and Their Results

Based on 4,547 materials, protocols were drawn up, and fines totaling 73 million 710 thousand soms were imposed. As of December 31, 2025, it was possible to recover 66,145,000 soms, which constitutes 89.7% of the total amount.

Additionally, in 474 cases related to environmental damage, lawsuits were filed for a total of 57,251,000 soms. As a result, 35,341,300 soms were recovered in 495 episodes (including unresolved lawsuits from previous years), which amounts to 61.6% of the total claims.

Violations by Categories:

* Air pollution – 1,030 cases, damage amounting to 22,060,000 soms;

* Water resources – 244 cases, damage amounting to 5,521,000 soms;

* Waste – 809 cases, damage amounting to 11,720,000 soms;

* Land resources – 451 cases, damage amounting to 48,926,000 soms;

* Plant life – 248 cases, damage amounting to 6,061,000 soms;

* Animal life – 1,031 cases, damage amounting to 11,627,000 soms;

* Industrial safety – 548 cases, damage amounting to 10,706,000 soms;

* Mining supervision – 349 cases, damage amounting to 8,983,000 soms;

* Subsoil protection – 169 cases, damage amounting to 5,354,000 soms.

Measures for Air Quality Protection

Air pollution remains one of the main environmental problems in the country. Throughout the year, active control measures were conducted, resulting in the identification of 260 violations, with fines imposed totaling 6,478,000 soms.

To combat emissions exceeding the standards from motor vehicles, 472 cars were inspected, revealing 231 offenses with fines amounting to 3,854,500 soms.

Environmental and Radiation Safety

In 2025, environmental control inspectors participated in inspections at the "Kainy" railway checkpoint in the Chui region 51 times, where the radiation background of mineral fertilizers in 159 wagons was checked.

Preventive Work and Information Dissemination

To raise environmental awareness in the republic, 515 educational events were held. Entrepreneurs received 1,100 notifications to prevent violations of environmental legislation, and 117 materials were published in the media.

It is emphasized that the ongoing work is aimed at ensuring compliance with environmental legislation, protecting the environment, and safeguarding citizens' safety. In 2026, it is planned to continue this activity on a systematic basis.
