Omurzakov criticized the report of the Interior Ministry officials on the bill regarding driver testing

Suyunbek Omurzakov, a deputy of the Jogorku Kenesh and former deputy head of the Ministry of Internal Affairs, criticized the presentation of the bill on testing drivers at the sites of violations.

During a discussion with the deputy head of the Ministry of Internal Affairs Adylbek Biibosunov and the head of the State Traffic Safety Department Azhenbek Kozukeev, he noted that the quality of their report leaves much to be desired. Omurzakov pointed out the need for a clearer explanation of the essence of the bill so that deputies could form a proper understanding of its significance, considering that the initiative itself is useful.

He emphasized: "You must inform the public why this law is necessary. Its purpose is not to punish drivers, but to prevent violations. For example, it is important to explain that the installation of gas cylinder equipment requires caution, as improper installation can lead to serious consequences. Your speeches are watched by the public, and you cannot answer the questions of the deputies. As a result, opinions arise like 'I do not support the bill' — this is your fault. You need to come prepared. You say a few words and fall silent, while we have to finish your thoughts," Omurzakov concluded.

Despite the criticism, the deputies approved the concept of the bill.

Today, the committee also discussed amendments to the Code on Offenses, according to which inspectors will be able to conduct testing of drivers at the site of traffic violations. If the driver is unable to answer questions, their license will be revoked. The driver will be provided with a temporary license for 60 days, during which they must pass an exam at "Unaa." If the results are positive, the license will be returned.
