Bolot Ibragimov on Driver Testing: Even Inspectors Couldn’t Answer the Questions
Ibragimov reminded that a recent inspection showed that even the department's employees are not familiar with all the traffic rules.
He noted: "When we learned about the draft law, we conducted a survey among the staff. Both the management and the ordinary inspectors were unable to answer the simplest questions. Although the concept of the draft law is correct, I cannot support it, as even the inspectors themselves could not demonstrate their knowledge. I believe it is necessary to conduct certification of their staff, and only then can we demand knowledge from citizens," the deputy concluded.
Deputy Minister of Internal Affairs Adylbek Biibosunov, who presented the report on the draft law, confirmed that the situation is known.
He added: "Yes, we are aware of this data. Training sessions have been conducted for the personal and managerial staff. Knowledge of traffic rules is mandatory for every employee and is taken into account during qualification upgrades. In other words, we are taking measures," Biibosunov reported.
During the meeting, the committee also reviewed amendments to the Code of Offenses that will allow inspectors to test drivers at the scene of a traffic violation. In the case of incorrect answers, the driver will lose their license but will receive a temporary license for 60 days, during which they must pass an exam at "Unaa." If successful, their license will be returned.
