Prosecutor General's Office: The Introduction of Private Bailiffs Poses No Risks
“This is a serious reform, and the prosecutor's office is taking on many new functions. The transfer of state powers to private individuals, such as imposing arrests and travel bans, can lead to negative consequences. It is important for the General Prosecutor's Office to ensure control over the qualification requirements to avoid the commercialization of this process. For example, private bailiffs could be used to restrict citizens' travel abroad for minor reasons. It is necessary to increase the accountability of such bailiffs,” Uzakbaev noted.
In response, Deputy Attorney General Umutkan Konkubaeva assured that the General Prosecutor's Office will closely monitor the work of private bailiffs. She noted that the establishment of this institution is being carried out in accordance with the decree of President Sadyr Japarov and does not pose any significant risks.
“We have studied the experience of other countries and are confident that citizens will be able to choose whether to turn to private bailiffs or state ones. The prosecutor's office will monitor the quality of their work. We have also set a minimum age requirement for private bailiffs at 25 years to ensure their professionalism,” Konkubaeva added.
The bill proposed by the General Prosecutor's Office concerns changes in legislation regarding enforcement proceedings and includes the introduction of the institution of private bailiffs, as well as stricter penalties for alimony defaulters, according to sources.
