A draft law has been submitted to the Kyrgyz Parliament, which proposes changes to the Code of Offenses. This document aims to tighten responsibility for violations related to landscaping, littering in unauthorized places, and damaging water bodies. The initiator of the changes is MP Dastan Bekeshev.
As part of the draft law, it is proposed to expand the sanctions of Articles 114–116 and introduce a new type of punishment in the form of community service, which will last from 20 to 40 hours.
This approach will serve as an alternative to warnings and monetary fines, and will also help ensure accountability for offenders in cases where fines are not paid or do not have the desired preventive effect.

According to Dastan Bekeshev, the initiator of the draft law, the introduction of community service contributes to restoration: offenders will be able to rectify the consequences of their actions through their own efforts. This will also help reduce the financial burden on the budget, as it will not require expenses for collecting fines or short-term arrests.

The explanatory note to the draft law specifies that this punishment will not be applied to socially vulnerable groups of the population. The document has received approval from the association of local self-governments and has undergone public discussion without any remarks.
