In Kyrgyzstan, they propose to simplify the passport issuance rules for 16-year-olds.
Deputy Chief of Staff of the President of the Kyrgyz Republic Almaz Raimbekov presented the draft amendments, pointing out the need to eliminate excessive administrative barriers and improve the realization of the rights of minors. According to the new rules, a passport for children under 16 can be issued at the request of one of the parents or their legal representative.
In accordance with current regulations, obtaining a passport requires a petition from both parents.
Raimbekov noted that in some cases, there are many difficulties in obtaining the consent of the second parent if they are abroad, not involved in the child's upbringing, or if there are conflicts between the parents. This can lead to problems for the child, for example, if they need to participate in international competitions, receive medical assistance, or represent the country in sports competitions.
Deputy Gulsharkan Kultaeva asked why the changes only apply to minors residing in Kyrgyzstan and do not extend to those who are abroad with one of the parents. In response, Raimbekov stated that the issue of safety is a key aspect.
He explained that if one parent is, for example, in Russia, while the other is in Kyrgyzstan, it creates risks. The parent abroad could issue a passport for the child, which could then lead to the child remaining outside the country. Legal advisors have also studied this situation. Therefore, the new rules will only apply to those who are on the territory of Kyrgyzstan, he concluded.
After the discussion, the deputies expressed their support for the concept of the bill.
