The Ministry of Construction, Architecture, and Housing and Communal Services has presented a draft law proposed for public discussion. It suggests transferring the authority to approve detailed planning projects and land use regulations for Bishkek and Osh to the Cabinet of Ministers.

In the Ministry, the importance of urban planning documentation has been emphasized, which includes a set of documents regulating the development and construction of territories at all levels, from national to local. This includes general settlement schemes, district planning projects, and master plans, as well as detailed planning projects.

The master plan of the city plays a key role in urban planning activities for a period of 15 to 25 years. This document defines the directions and boundaries of development, functional zoning, transport networks, engineering communications, and landscaping, as well as issues related to protection against natural and technological threats and the preservation of cultural heritage. Detailed planning clarifies the master plan by establishing boundaries for construction, lines of urban regulation, and infrastructure elements.

The land use and development regulations, according to the Land Code, are the basis for the implementation of master plans and detailed planning projects. They regulate the use of land plots and construction changes.

According to the department, transferring the authority to the Cabinet of Ministers for approving detailed planning projects and land use and development regulations will improve the quality of urban planning. It will also contribute to taking into account long-term state priorities and ensuring coherence with the master plans of Bishkek and Osh. Furthermore, the proposed changes will create a legal basis for enhancing coordination between state and local authorities, improving the transparency of urban planning processes, and reducing the risks of unbalanced development.
