In his letter, the deputy expressed the opinion that the blockade does not achieve the stated security goals and creates additional risks for both citizens and the country's economy.
Bekeshev noted that TikTok has implemented new tools for content moderation and user protection. In the event of violations, these tools allow for specific measures to be taken, such as removing content or accounts, instead of completely blocking the platform.
Additionally, the deputy pointed out that the ban on TikTok does not solve the problem of the spread of potentially dangerous content, as similar materials are available on other platforms, such as Instagram Reels and YouTube Shorts.
According to him, the blockade only encourages the use of VPNs and other circumvention tools, which increases risks to the information and personal security of citizens. Users have no control over the processing of their data and risk facing information leaks.
Bekeshev also added that for many small entrepreneurs, TikTok serves as an important channel for promoting goods and services, as well as for communicating with customers.
In his opinion, restricting access narrows business opportunities, increases costs for attracting customers, and worsens competitive conditions, especially for microbusinesses and local producers. TikTok also plays a significant role in disseminating information about Kyrgyzstan and promoting its tourism potential, and the blockade reduces the effectiveness of such efforts, affecting even small tourism projects.
The deputy urges the GKNB to reconsider the decision to block and instruct the Ministry of Digital Development of Kyrgyzstan to restore access to TikTok.
It should be noted that in May 2024, TikTok was blocked in Kyrgyzstan by order of the GKNB. Unlike other countries, where the blockade of the Chinese social network is justified by threats to data security and privacy, in Kyrgyzstan, the reason was statements about harm to children's health.
