In the Jogorku Kenesh, it was proposed to establish the honorary title "People's Teacher"
According to Aisarakan Abdibaeva, the current system needs reforms, and the proposed changes are a step in the right direction to enhance the prestige of state awards and titles. However, some provisions, she says, raise public concern.
In particular, she opposed the abolition of the title "Honored," suggesting that it should be retained and the criteria for awarding should be tightened. In her opinion, a minimum service period of 20–25 years should be established, and the achievements for which one can receive an award should be clearly defined.
Additionally, Abdibaeva proposed the creation of an independent expert commission. She believes that the deprivation of state awards should occur only by court decision or based on the results of an appeal reviewed by this commission. She also insists that the justifications for awards should be openly accessible to the public.
Gulai Mashrapova, supporting the draft law, noted that it contributes to raising the status of state awards. She also suggested adding the title "People's Teacher."
"Education is a strategic sphere. Teachers shape human capital, so their work should be valued at the highest level. This title will strengthen the status of educators and provide them with additional motivation," she emphasized.
The Minister of Justice, who presented the draft law, noted that the proposed ideas could be considered in the second reading.
