
A resident of the Batken region, I.K.M., was able to obtain child support for her four children after turning to the ombudsman. This information was made public by the Ombudsman Institute.
In early 2024, the 34-year-old woman sought support, stating that three years prior, she had divorced her husband K.K.Z. and immediately filed a claim for child support. The court in Kadamjai ordered her ex-husband to pay 50% of all his income.
As reported by I.K.M., the amount of child support was 3,148 soms for each child, totaling 12,594 soms for four children. Payments were made regularly until 2024, after which they began to be made partially, and in 2025, they ceased completely. Appeals to the Kadamjai District Department of Court Executors yielded no results.
After the intervention of the authorized representative of the Ombudsman in the Batken region, an official inquiry was sent. It was revealed that the ex-husband, who was working in Russia, did indeed transfer money in 2024, but the woman did not receive it due to the blocking of her bank account.
The arrears for child support for 2025 amounted to 151,128 soms. With the help of the institute's staff, the former spouses reached a peaceful agreement: the man agreed to pay off the debt by March 15, 2025. In February, he already transferred 111,000 soms to his ex-wife's account.
The Ombudsman Institute emphasizes that the protection of the rights of women and children remains one of the key areas of their work. In 2025, the institute received 56 appeals regarding non-payment of child support.
