The Ministry of Labor, Social Protection, and Migration reported that at the beginning of 2026, 132 people received the status of kayrylman in Kyrgyzstan.
Ethnic Kyrgyz returning to their historical homeland can take advantage of a simplified procedure for obtaining citizenship and various social guarantees. The status of "kayrylman" essentially grants them the same rights as citizens of the Kyrgyz Republic.
In 2025, the status of kayrylman was granted to 935 people. The majority of ethnic Kyrgyz returned from the following countries:
- Tajikistan — 837;
- Uzbekistan — 66;
- China — 12;
- Afghanistan — 10;
- Russia — 9.
A special commission reviews each application within two months.
People with the status of kayrylman have the right to work, education, medical assistance, pensions, and various benefits. Currently, state guarantees extend to hundreds of such citizens:
The kayrylman certificate is valid for three years, after which its holder must apply for citizenship of the Kyrgyz Republic.
The Ministry reminds that in case of discrimination or improper treatment by local department staff, it is necessary to report this in a timely manner. The agency has opened a hotline with a free number 1966.
