How Bishkek Sells Ash from the CHPP and Turns Expenses into Income

At a recent meeting of the environmental council, the mayor of Bishkek, Aibek Junushaliev, discussed the issue of ash generated at the capital's heat and power plant (HPP). The city is facing a challenge: ash dumps that were previously located outside populated areas are now within the city limits, posing a threat to air quality.
The HPP, which has been operating for over sixty years and provides Bishkek with heat and electricity, constantly faces the issue of disposing of ash produced from burning coal.
According to Junushaliev, the municipal enterprise "Tazalyk" will only remove ash from the heat and power plant if it is packaged in bags.
The mayor spoke about a new strategy for dealing with ash. Previously, cleaning costs exceeded 30 million soms per year, but in 2026, it is planned to start selling ash at a price of 2,500 soms per ton, and with taxes included, 2,900 soms.

Now, instead of spending the budget on ash removal, we are starting to generate income. This product is already ready for sale.

He noted that the ash produced in the country is used in the production of paving stones, bricks, and slates. This not only allows for the recycling of HPP waste but also reduces the financial burden on the city budget.
The transfer of control of the heat plant to the city administration in 2024 was an important step towards initiating serious changes. From that moment on, the facility is undergoing active modernization, which, according to the mayor, has made it possible to implement new methods for managing ash waste.
