At the meeting of the Jogorku Kenesh on February 18, Temirlan Aitiev raised the question of who ethnic Kyrgyz are. He noted that these are Kyrgyz without citizenship of Kyrgyzstan and emphasized the unity of the people: "We have one blood, one nation, one country. Why do we allow ourselves to treat them worse than enemies?"

The deputy pointed out that in 2021 many people returned to their homeland in search of protection and freedom, having the right to simplified citizenship and the status of qayrilman. However, according to him, government services providing assistance differentiate between citizens based on various criteria — the poor and the rich, the north and the south. This indicates a violation of the ethics of civil servants, especially in the centers for public services, cadastre, and architecture. Aitiev called for improved discipline and respect in dealing with citizens.
