
Deputies are addressing the appointment of ministers in the Ministry of Emergency Situations, Ministry of Natural Resources, and Ministry of Transport
During the committee meetings of the Jogorku Kenesh, candidates for the positions of ministers in three key departments are being considered: the Ministry of Emergency Situations, the Ministry of Natural Resources and Ecology, and the Ministry of Transport and Communications. Below are brief biographies of the candidates.
Urmатbek Shamyрkanov was born on October 7, 1969, and holds the military rank of Major General.
He has a higher education: in 1996, he graduated from the Kyrgyz State National University. In 2008, he received military education at the Academy of Civil Defense of the Ministry of Emergency Situations of Russia, and in 2011, he completed his postgraduate studies there. He is a candidate of technical sciences specializing in "Emergency Situations Safety" and is an associate professor.
He began his career in the late 1980s, serving in the Armed Forces of the USSR and working in civil defense and the Ministry of Emergency Situations. He held positions as the head of the civil defense staff in the Jumgal district, deputy commander of a military unit in Batken, a lecturer in Osh, and commander of search and rescue units.
Over the years, he has led the Ministry of Emergency Situations department in Bishkek, the operational management of the ministry, and the center for training divers and underwater technical work.
Since 2020, he has served as the Deputy Minister of Emergency Situations.

Talantbek Soltobaev was born on July 2, 1982.
He began his career as an intern and assistant to the head of the marketing department at Gazprom Neft Asia LLC, then worked as a consultant at the tourism company SkylineAsia.
From 2008 to 2010, he interned in the international affairs and inter-parliamentary cooperation department of the Jogorku Kenesh, after which he worked in the reception of the head of the parliament's apparatus. Since 2010, he has held positions as a consultant and expert in the relevant committees of the Jogorku Kenesh.
His career also includes a scandalous moment: on September 1, 2025, he came under the attention of law enforcement when the first deputy minister of transport and communications was detained due to issues with the major repairs of Sheraliyev and Lenin streets in Naryn. As a result of public criticism of the prolonged repairs, Soltobaev was dismissed from his position.

Akyл Toktobaev is 33 years old. He graduated from the Kyrgyz-Russian Slavic University with a degree in "World Economy," and then received a master's degree from the Kyrgyz State Law Academy in "Jurisprudence."
He also began his professional career as an intern and assistant to the head of the marketing department at Gazprom Neft Asia LLC, then worked as a consultant at the tourism company SkylineAsia.
From 2008 to 2010, he interned in the international affairs department of the Jogorku Kenesh and in the reception of the head of the parliament's apparatus.
Since 2010, he has worked as a consultant and expert in the relevant committees of the Jogorku Kenesh, including the committee on land and agrarian issues, water resources, ecology, and regional development, and then moved to the committee on the fuel and energy complex, where he continues to work today.
Additionally, the members of the committee on constitutional legislation, state structure, local self-government, and the regulations of the Jogorku Kenesh unanimously approved all three candidates without discussion or questions.
