Fines for Insulting and Burdening Teachers Will Increase Significantly

In Kyrgyzstan, it is planned to tighten administrative liability measures for disrespectful behavior towards teachers and interference in their professional activities. These changes concern not only the offenders themselves but also the parents of minors and officials. The Ministry of Education and Science has developed amendments to the Code of Offenses.

Increase in fines for disrespect towards teachers

According to the proposed changes, the fine for disrespectful behavior towards teachers, including foul language, insults, and obscene gestures, will be increased fivefold. Currently, a warning or a fine of 10 calculation indicators (1,000 soms) is provided, whereas the new proposal suggests a warning or 50 calculation indicators (5,000 soms).

There will also be increased responsibility for parents. If the offense is committed by a child under 16 years old, only a warning is currently applied. It is proposed to introduce either a warning or a fine of 100 calculation indicators (10,000 soms).

Introduction of liability for interference in teachers' work

The Code will be supplemented with a new article concerning obstruction of the lawful professional activities of teachers in state and municipal educational institutions.

Interference includes, in particular, involving teachers in tasks unrelated to their duties, demanding reports and information not provided by law, illegal inspections, as well as coercion to purchase goods or services at their own expense.

The proposed fines for violations are as follows: for the first offense by an individual — 50 calculation indicators (5,000 soms), and for officials — 100 calculation indicators (10,000 soms). In case of a repeated offense within a year, the amount for individuals will be 100 calculation indicators (10,000 soms), and for officials — 200 calculation indicators (20,000 soms).

“The main goal of this bill is to protect the rights and freedoms of teachers in educational institutions, as well as to strengthen responsibility for offenses related to interference in their professional activities,” noted the Ministry of Education.

The bill will be discussed by the public until the end of February.
