The document contains requirements for organizational and sanitary-anti-epidemic measures aimed at preventing the spread of dangerous infections.
According to the draft, compliance with the new rules will be mandatory for all government agencies, as well as for organizations and officials regardless of their form of ownership.
The Ministry of Health emphasizes that the need for this document arose against the backdrop of the current epidemiological situation in the world, the emergence of new infectious diseases such as coronavirus, and the threat of the use of dangerous biological materials for terrorist purposes. According to the justification note, the COVID-19 pandemic demonstrated the importance of creating an effective mechanism for interdepartmental cooperation to protect public health.
The draft also describes measures to coordinate the work of key agencies, including the ministries of health, emergency situations, internal affairs, finance, defense, natural resources, water resources, and agriculture, as well as the State National Security Committee and the Border Service. Representatives of the president in the regions and local administrations play an important role in the implementation of the plan.
The comprehensive plan regulates the procedure for organizing joint preventive and anti-epidemic measures in situations where emergencies related to quarantine and particularly dangerous infections arise.
The draft aims to implement the law "On Public Health" and strengthen the protection of the population from potential biological threats.
