In Russia, more than 35 percent of migrants did not pass the Russian language test on their first attempt
From October to December 2025, 201,675 people took the Russian language exam as a foreign language, as well as exams on the history of Russia and the fundamentals of legislation. 87.9% of the participants successfully passed the exam, while 35.5% did not pass it on their first attempt.
Migrant certification occurs at three levels: the first is obtaining a work patent in Russia, the second is a temporary residence permit, and the third is a residence permit.
Each exam consists of three components: a Russian language test, a knowledge check of the history of Russia, and the fundamentals of legislation.
