In July 2025, a prolonged struggle began for Zaura Telemisova, a resident of the Korday district. Her husband, a Kazakhstani named Anuar Zhetybaev, was detained at the "Ak-Zhol" checkpoint upon entering Kyrgyzstan and placed in a pre-trial detention center in Bishkek. He was charged with financing an organized crime group led by Kamchybek Asanbek, known as Kamchy Kolbaev.

For the investigation, this was merely a version. However, for the family, it meant a prolonged wait without clear answers.

According to the lawyers, investigative actions were not conducted for a long time. Relatives spoke of legal violations and restrictions on access to defense. Days turned into weeks, and weeks into months. Zaura appealed to various authorities, staged pickets, and tried to reach out to officials and diplomatic bodies. Villagers also sent letters to the governments of both countries.

This was not a struggle for public attention. It was an attempt to achieve basic clarity and human dignity.

Gradually, the situation became known to a wider audience. Media and social networks began discussing this story. The turning point came after the publication of video materials on YouTube, where Kazakh journalist Vadim Boreiko reported that after a meeting with the Prosecutor General of Kyrgyzstan, Maksat Asanaliev, an order was given to quickly resolve the situation. According to him, the issue was resolved in just one hour.

That day, Anuar Zhetybaev was released from the detention center under a travel restriction.

For Zaura, this meant the end of endless waiting and relief from the tension she had been experiencing for months.

This case unexpectedly elevated a personal family tragedy to a broader level, demonstrating how effective the state system is in its ability to hear and respond to the needs of citizens.

Maksat Asanaliev took office as the Prosecutor General of the Kyrgyz Republic on June 5, 2024. His appointment was associated with a course towards strengthening the rule of law and responding promptly to citizens' requests. Professional circles note that attention to personal situations and the speed of decision-making are becoming important indicators of changes within the system.

Today, the appointment of new deputy prosecutors general was also announced, which is perceived as a continuation of institutional updates and strengthening the management structure of the agency.

Personnel changes also occurred in the State Committee for National Security (GKNB), highlighting the scale of the reforms. According to the president's press service, Jumgalbek Shabdanbekov has been appointed acting chairman of the GKNB, and his candidacy will be submitted to the Jogorku Kenesh for approval.

Rustam Mamasadikov became the first deputy head of the State Committee for National Security.

Alisher Erbaev was appointed deputy chairman of the GKNB and director of the Anti-Terrorism Center, while Uranbek Shadybekov became the deputy chairman of the GKNB and director of the Cybersecurity Coordination Center.

Thus, key law enforcement agencies are undergoing a phase of managerial renewal. Their work covers a wide range of tasks—from international security issues to the protection of citizens' rights and interests, ultimately shaping the level of trust in state institutions.
