This document introduces universal norms regarding organizational and sanitary-anti-epidemic measures aimed at preventing the importation and spread of quarantine and particularly dangerous infections that pose a threat to public health.
According to the draft, the new rules will be mandatory for all state institutions and enterprises, regardless of their ownership forms, as well as for officials. The legal basis includes the laws of the Kyrgyz Republic concerning health protection and public health, norms regarding the state border, international agreements, and international sanitary regulations adopted in 2005.
The draft notes that in the event of a deterioration in the epidemiological situation, additional sanitary-quarantine points may be opened at the borders with neighboring countries and China.
It also provides for enhanced control over sanitary-quarantine measures across all types of international transport and at points of crossing the state border.
A separate section describes the measures that should be taken in the event of a threat of infectious disease spread: possible temporary restrictions on movement across the border at certain locations, as well as the introduction of quarantine measures by decision of local coordinating bodies, agreed with the Ministry of Health. The document also specifies the requirements for actions by services in the event of identifying individuals with symptoms of infections in vehicles, as well as the procedure for conducting sanitary inspections and necessary disinfection procedures.
The comprehensive plan for 2026–2030, according to the justification, should ensure inter-agency coordination and readiness of services for the rapid localization and elimination of outbreaks of dangerous infections.
