
According to Aibek Kochorbaev, Talas will receive 1 billion 90 million soms from the presidential stabilization fund.
“Previously, public transport issues in our city were quite relevant. Of the allocated amount, 180 million soms will be directed towards the purchase of electric buses. Recently, the city administration and the regional leadership signed an agreement in China to acquire 30 buses. Since funds are still limited, part of the transport will be acquired through leasing,” he added.
The bus station is now under the management of the city administration, and a municipal enterprise has been created to manage it. A project for its reconstruction is currently being developed,” the official reported.
Road Repairs
Last year, 50 kilometers of sidewalks were asphalted in the city. In 2026, the repair of 36 kilometers of urban roads is planned. Of these, 10 kilometers will be carried out by the Ministry of Transport and Communications, while the remaining 26 kilometers will be financed from 910 million soms from the stabilization fund.
Infrastructure Projects
240 million soms out of a total of 1 billion soms allocated for regional development are directed to Talas. Last year, these funds fully reconstructed the central square and asphalted 7 kilometers of roads, including sidewalks and bike paths.
Three factories have also been built in the city: an asphalt concrete plant (33 million soms), a concrete plant (19 million soms), and a stone crushing plant (30 million soms). The equipment for them was delivered from China, and construction has already been completed.
“All three plants are already operational. The total costs amounted to about 90 million soms. Materials from these enterprises will be used for road construction this year,” noted Kochorbaev.
Additionally, 18 units of equipment were purchased: 12 of them were transferred to the factories, and 6 to municipal enterprises for cleaning and road work.
Tourism and Recreation
A large-scale reconstruction of the city’s central park has been launched. 112 million soms have been allocated for this purpose. The park covers almost 5 hectares, where comfortable recreation areas are being created, attractions are being installed, and landscaping is underway.
The old attractions have not been operational since 2008, and 8 new ones have been imported from China. 30 million soms from the stabilization fund have been allocated for landscaping and improvement, with an additional 9 million provided by the local budget.
“Seven attractions have already been installed, and the last one is in the process of installation. With the onset of warm weather, active landscaping will begin. We plan to complete the park's renovation by April 20,” said the deputy mayor.

At the same time, two water reservoirs of 2000 cubic meters each are being constructed, with a total cost of 84 million soms. In spring, they will begin supplying water, which will improve the clean water supply system.
Shopping and Entertainment Center "Balastan"
The construction of this center is financed from the regional development fund and the republican budget in the amount of 1 billion 117 million soms. The total area of the center will be 17,000 square meters.
“Balastan” will feature attractions, play areas for children with disabilities, a modern cinema, a congress hall, and restaurants. Inside the center, robot guides are planned to be brought from China.
After the center opens, more than 200 jobs will be created. The opening is scheduled for Independence Day, August 31.
Social Facilities
A new building for kindergarten No. 1 "Altyn balalyk" for 280 places is being constructed in Talas. The project, costing over 220 million soms, is financed from the republican budget, and its completion is expected in early 2027.

The construction of a new building for the regional office of the Ministry of Justice is also nearing completion.
Additionally, a football stadium for 5500 seats is being built; concrete work has already been completed, and the opening is scheduled for Independence Day.
137 million soms have been allocated for the major renovation of the regional combined hospital named after Ch. Mambetov.
With the support of sponsors, a lyceum "Aqylman" is being built at an estimated cost of 1 billion soms, designed for 900 places with a two-story dormitory. The readiness of the facility is 60-70%.

The state mortgage company is building housing in two districts of the city: 14 five-story and 9 nine-story blocks, totaling about 900 apartments.
A new building for the state university is also being constructed at a cost of 300 million soms. A modern five-story building is planned to be commissioned in July 2026.
“We strive to complete all projects on time. This year, Independence Day will be celebrated in the Talas region, so we are actively preparing to hold events at a high level,” emphasized Aibek Kochorbaev.
