A State Alimony Fund is Proposed to be Established in Kyrgyzstan
She explained that the main idea of this fund is that the state commits to pay child support on time, and then the collection from debtors will be carried out through state authorities.
The key aspect of this initiative is the return of funds. Experts believe that this approach will help create discipline among those who evade alimony payments.
It should be noted that a similar approach is already being implemented in France and Uzbekistan, and has been discussed in Russia for the past few years.
“This is indeed an effective mechanism; however, its implementation requires certain funding,” Dzhumanalieva added.
Also, during the discussion, it was proposed to introduce a new term “housing alimony” for children living with a parent in rented accommodation.
“After a divorce, most children stay with their mothers, and many of them are forced to rent housing. Rent prices in Bishkek are quite high — a one-bedroom apartment will cost at least 40,000 soms,” the lawyer emphasized.
Earlier, it was reported that in Kyrgyzstan, in 2025, 60,700 enforcement proceedings for alimony obligations were registered.
