The Ministry of Education Proposes New Rules for Appointing School, Kindergarten, and Vocational School Directors
Currently, there are various rules in the education sector for different levels, which leads to confusion, duplication of norms, and difficulties in implementing a unified personnel policy.
The proposed project includes the creation of a digital reserve fund of educational staff, where candidates who have passed testing and meet qualification requirements will be automatically included.
“This will create an accessible 'database' of professionals, allowing for the prompt replacement of vacant positions. The formation of a personnel reserve will enhance the resilience of the system and reduce the risk of a shortage of managers, providing a long-term basis for the development of the educational sector,” the document's note emphasizes.
The "Mugalim" platform, integrated with the "Tündük" system, will be used to organize the competition and form the reserve. Through it, documents can be submitted, information can be verified, testing can be conducted, vacancies can be posted, and reserves can be formed.
Testing will become the primary tool for assessing candidates, while interviews will be excluded, minimizing subjectivity and corruption risks. The decision to include someone in the reserve will be made solely based on the candidate's knowledge and competencies.
Candidates will need to demonstrate management skills and knowledge of legislation, pedagogy, psychology, management, finance, and information technology. The Ministry of Education believes that this will help create a corps of managers capable of effectively organizing the educational process and ensuring high-quality learning.
The new procedure consolidates previously disparate rules into a single document, eliminating legal conflicts and simplifying oversight by the ministry.
Furthermore, the existence of a reserve provides opportunities for online and offline training, professional development, and retraining of candidates, preparing future leaders for effective performance in their positions.
