In the Uzgen District, the number of deputy akims has decreased from 4 to 2

In 2024, a pilot project was launched in the Uzgen and Issyk-Ata districts, aimed at temporarily managing regional divisions of ministries and agencies through local state administrations. This project was based on Presidential Decree No. 326 dated November 15, 2024, which outlined the procedure for temporary management of district and regional departments, as well as on the corresponding resolution of the Cabinet of Ministers.

As part of this initiative, four deputy akims were appointed in these districts. According to Maksatbek Ibraimov, the deputy akim of the Uzgen district, the project concluded at the end of January 2026. "We worked on the project for a year. Four deputy akims were appointed to key positions: one was responsible for education, another for the economy while also managing the finance department, the third was the head of the district state administration apparatus, and the fourth dealt with agriculture," he said.

After the project ended, management reverted to the previous scheme, where the akim now has two deputies, and other managerial positions are appointed by ministries. Currently, a head of the education department has not yet been appointed in the Uzgen district; however, the Ministry of Education plans to propose a candidate from the personnel reserve who has passed the competition, which will then be approved by the district akim.

In March 2025, it was reported that four deputy akims were appointed in the Uzgen district in accordance with the aforementioned presidential decree.

The personnel appointments within the framework of the pilot project are as follows:

- Azmat Raimzhanovich Duyshiev — first deputy head of the administration, head of the territorial department of the Ministry of Finance in the Uzgen district.
- Maksatbek Turgunbekovich Ibraimov — deputy head of the administration and head of the district education department.
- Imankazy Tolomushovich Abdrayev — deputy head of the administration, head of the agricultural development department.
- Ysykbek Zulpukarovich Kachybekov — deputy head of the administration and head of the Uzgen district state administration apparatus.

It was also previously noted that in accordance with the presidential decree on conducting an administrative-territorial reform in pilot mode, a reform is being implemented at the level of rural districts and cities. Following the first phase of the reform, there arose a need to improve the functioning of regional divisions of government bodies and local administrations based on a unified program, which led to the development of the pilot project.

The main goal of this project is to improve the socio-economic situation in the regions, increase the activity of local administrations, and ensure high quality of services provided. The pilot project approved by the presidential decree dated November 15, 2024, will be implemented from January 1 to December 31, 2025. The Uzgen district of the Osh region and the Issyk-Ata district of the Chui region were designated as pilot territories for this project. The decree also approved the typical structure of the pilot local administration, and the involved ministries and agencies are required to support this project and implement relevant policies on the ground with the help of the presidential representatives in the specified regions.
