The bill proposed by Deputy Dastan Bekeshev aims to address this issue.


During a session of the Jogorku Kenesh, Deputy Dastan Bekeshev highlighted the problem of damage caused by livestock grazing on agricultural land, noting that existing fines are ineffective in deterring animal owners.

According to Bekeshev, farmers often face situations where, after sowing winter crops, livestock owners intentionally let their animals onto the fields.

“You sow, and then your crops are trampled by cows and horses. For livestock owners, it is more profitable to just pay the fine. If caught, they pay 3,000 soms and continue doing the same thing,” the deputy stated.

Minister of Water Resources, Agriculture, and Processing Industry Bakyt Torobaev responded by stating that the government has already taken measures to control grazing and instructed the Ministry of Internal Affairs to enhance supervision. He added that in the case of repeated violations, penalties could be tightened, including the possibility of seizing livestock.

Bekeshev also noted that he has developed a separate bill that not only increases the amount of fines but also introduces measures for seizing animals and establishes responsibility for the absence of microchipping.

“Some owners openly admit that it is more profitable for them to let their livestock onto someone else's fields,” he added.

Torobaev suggested working together with the Ministry of Internal Affairs and farmers to refine this initiative. In turn, Bekeshev confirmed the readiness of his bill and proposed to discuss it with the minister.
