Migrants in Russia will confirm their income and pay taxes in advance

According to media reports, the government commission on legislative proposals has approved amendments to the Law "On the Legal Status of Foreign Citizens in the Russian Federation" and the Tax Code. These amendments aim to strengthen control over the income of migrants.

The changes impose additional tax obligations on foreign workers and introduce measures to shorten their stay in the country in case of violations of established rules.
According to the new regulations, foreigners temporarily residing in Russia will be required to report their legal income to the Ministry of Internal Affairs. To do this, they must provide certificates of salary, copies of tax declarations, or other documents confirming tax payments. If such evidence is absent, the duration of temporary stay may be reduced, which will also affect the family members of migrants.
The document also specifies a minimum income level below which it will not be possible to apply for or extend a work patent. If earnings are below the regional subsistence minimum, this will be a reason for denial. However, exceptions are provided for the initial obtaining of a patent and for workers hired by individuals for personal needs.

In addition, a new obligation is introduced — advance payment of personal income tax (PIT). For labor migrants working for private individuals, the amount of the advance payment will increase by 50 percent for each dependent minor child.

“The basic rate for employees of organizations and individual entrepreneurs will be 1,200 rubles per month, while for workers hired for personal needs, it will be 1,700 rubles,” noted Vladimir Gruzdev, chairman of the board of the Association of Lawyers of Russia.
