Deputy Tatiana Kuznetsova asked about the number of such organizations known at the moment. Representatives of the city administration promised to provide information to the deputies later.
“Problems arise after tenders for certain types of work are held, when contractors begin to attract subcontractors. This is not prohibited, but as a result, the declared technical specifications are lost and the quality of work decreases. Are explanatory discussions held with the tender winners to exclude the involvement of subcontractors?” Kuznetsova asked.
Deputy Mayor Azamat Kadyrov noted that starting from 2024, the Capital Construction Department (UCS) has included a relevant clause in the contracts.
“Control is carried out both by the city administration and UCS. We have already sent the list of unscrupulous contractors to the Ministry of Construction so that measures can be taken, including revocation of licenses. Starting from 2025, there will be no subcontracting in our projects, and we are setting requirements for the tender winners to perform the work with quality, on time, and with maximum savings of budgetary funds,” the vice-mayor added.
