
The Ministry of Justice has presented for discussion a draft resolution of the Cabinet of Ministers titled "On Amendments to the Cabinet Resolution 'On Measures for the Protection and Defense Against Domestic Violence' dated July 16, 2025, No. 417".
The purpose of this document is to implement an electronic monitoring mechanism in accordance with the law dated October 15, 2025, No. 214, which pertains to individuals who have committed acts of domestic violence.
According to the new legal norms, offenders will be monitored using electronic and other technical means. This is necessary for the enforcement of temporary protection orders and court-imposed prohibitions and restrictions.
The main objectives of the project are as follows:
- strengthening protective measures for victims of domestic violence;
- creating a legal mechanism for electronic monitoring;
- preventing repeated instances of violence and harassment;
- implementing digital tools for crime prevention.
The project proposes:
- to approve the regulations for the application of electronic monitoring;
- to define the mechanisms for interaction between the Ministry of Internal Affairs and judicial authorities;
- to establish a unified procedure for monitoring the execution of temporary protection orders;
- to develop a new form of temporary protection order taking into account digital technologies.
The project was developed by an interagency working group that included representatives from the Supreme Court, the General Prosecutor's Office, the Ministry of Internal Affairs, the Ministry of Digital Development, the Probation Department, and experts from the international program JUST4ALL.
