During the discussion, deputy Emir Marlisbekov raised the issue of how the problem of fare evaders in public transport is being addressed.
In response, Ulanbek Beyshenbaev spoke about the actions of controllers who, together with the police, identify "freeloaders." He also mentioned cases of abuse of the "Tulpar" preferential cards, such as when a 70-year-old daughter uses her 90-year-old mother's card.
In such situations, the cards are confiscated and will no longer be issued.

We remind you that the preferential card "Tulpar" is provided free of charge and entitles the following categories of citizens to free travel on municipal transport:
- pensioners by age, registered in the capital;
- people with disabilities;
- employees of OJSC "Kyrgyzpost," performing official duties.
