
The state aims for more efficient use of its resources
In Kyrgyzstan, the process of closing settlement colonies—specific correctional institutions that have been deemed outdated and ineffective—is coming to an end. The completion of the reform will occur with the liquidation of the second group of institutions, scheduled for the end of January 2026. Supervision of convicts who have been assigned light forms of punishment is now fully transferred to the probation institute.
The Ministry of Justice emphasizes that this decision is not merely a reduction in the number of institutions, but a fundamental reform of the justice system. The abolition of the colonies will help avoid duplication of state functions and use budgetary funds more effectively. Instead of maintaining expensive old infrastructures, the country is now focusing on digital methods of monitoring and social integration of convicts without their isolation.
On January 28, a decision was made to close colonies No. 26, 42, 43, 44, 45, and 52.
Thus, the authorities aim to organize the use of available resources more rationally.
