According to Deputy Daniyar Tolonov, in the rural district of Savai in the Kara-Suu region, 385 houses have fallen into disrepair due to rising water levels. At a meeting of the Jogorku Kenesh on February 4, he noted that the water level at the border between Kyrgyzstan and Uzbekistan has been rising since 1985. In 1988, drainage systems were built; however, they are currently non-functional as they are filled.

As a result, 385 residential houses in the villages of Kyzyl-Shak, Ken-Sai, Kydyrsha, Kurban-Kara, and Kesken-Sai have become uninhabitable. "630 hectares of agricultural land now resemble swamps overgrown with reeds. Despite this, local residents continue to burden themselves with land taxes. It is necessary to restore the drainage systems and drain the land so that people can engage in agriculture. With a budget of 500 million soms, production can be organized," Tolonov stated.

He urged the cabinet of ministers to either build new drainage systems or provide alternative plots of land for citizens, or otherwise exempt landowners from tax obligations.
