An employee of the State Penitentiary Service and a police officer detained for a pardon scam
In Kyrgyzstan, employees of the State National Security Committee, together with units of the internal security of the Ministry of Internal Affairs and the State Penitentiary Service, uncovered a blatantly corrupt scheme involving representatives from two law enforcement agencies. An operative from the First Mai District Police Department, T.N., and an employee of correctional facility No. 16, J.D., engaged in criminal activities by using the pardon procedure as a means of personal enrichment.

According to the investigation, the perpetrators gained the trust of a convict serving a sentence in colony No. 1. From December 2024 to April 2025, they regularly extorted significant sums of money, promising to assist with the pardon and release. However, after receiving money from the trusting inmate, their promises were not fulfilled, and ultimately, the convict was officially denied a pardon.

Currently, J.D. and T.N. have been detained and placed in the temporary detention facility of the State National Security Committee. A criminal case has been initiated against them under the article concerning "Fraud on a particularly large scale." Instead of the expected freedom for others, they found themselves behind bars, while investigative authorities continue to check their involvement in similar cases of "selling" acts of mercy.
