Mayor of Bishkek: In winter, the demolition of houses in the Anar-Bak new development will not take place

At the meeting of the committee of the Jogorku Kenesh, which took place on February 2, the situation regarding the new construction in Anar-Bak in Bishkek was discussed.
Deputy Tabyldy Muratbekov asked about the future of the residents of this area and what measures have already been taken in connection with the problems that have arisen.
The mayor of the capital, Aibek Junushaliev, explained that before the administrative-territorial reform, the territory of Anar-Bak was under the jurisdiction of the Alamudun district. He noted that during this time, more than 170 state acts for land plots were issued, and over 200 illegally constructed houses were identified, as previously reported.

According to the mayor, as part of the land amnesty, those houses where people had lived for 10 to 15 years were legalized. This decision was a response to numerous appeals from citizens who faced difficulties in registering their residence, enrolling their children in educational institutions, and participating in elections.
Junushaliev also noted that since December 1, 2021, restrictions on illegal construction have been introduced. Currently, the land plots in Anar-Bak continue to have agricultural designation, and new construction permits are not being issued. Nevertheless, some citizens are still building houses in violation of the law.

The mayor assured that during the winter period, the demolition of residential houses where people live will not take place. In relation to illegal constructions, only warnings about violations of the law are issued. Specific decisions on this issue will be made in warmer weather, based on the conclusions of the commission established by the president's directive.

Furthermore, Junushaliev reported that in the General Plan of Bishkek, the territory of Anar-Bak has the status of an area with an undefined status until final decisions are made.
In response to an additional question from the deputy, the mayor confirmed that houses whose owners received state acts (so-called "red books") are considered legal and will not be demolished. He added that no actions will be taken by the state regarding such properties.
