She cited examples from Bishkek and Osh, where only 50% of graduates enter universities, while the rest become potential migrants.
Amanova noted that despite significant investments in education and salary increases for teachers, the results remain unsatisfactory.
“Are there any accountability measures for schools whose students do not pass the ORT? These teenagers, who do not enter universities, end up migrating, and many of them do not return. Out of 200,000 who left, how many will come back? Only 2-3% of them pass the ORT to enroll in educational institutions, while the rest continue to work without formal employment,” the deputy stated.
In response, Deputy Minister of Science, Higher Education, and Innovations Kemel Sadykov said that the issue of preparing and conducting the ORT falls under the jurisdiction of the Ministry of Education, and both structures should work together.
Amanova also pointed out that school directors are appointed for a five-year term, which perplexes her: “Why keep someone in such a position if their performance is poor and there are no conditions for the development of teachers?”
She added that in some regions, up to half of the graduates do not pass the ORT, and raised the question: “If the government allocates funds to support education, why do parents need to spend money on private preparatory courses?”
Sadykov noted that issues related to the operation of schools fall under the competence of the Ministry of Education, and he does not have the authority to respond to them. The deputy suggested inviting representatives of the Ministry of Education to meetings dedicated to youth policy, as many issues are interconnected.
