Akyilbek Tumonbaev, a deputy of the Jogorku Kenesh, has put forward an initiative to introduce child benefits for all families, not just those in need. This draft law is already available for discussion on the official website of the parliament.
The proposal concerns a new monthly benefit called "Biyik tooloo aiymaktar din zhashoouchularyna komok" for third and subsequent children until they reach the age of three.
The main goal of this initiative is to eliminate inequality among families living in high-altitude conditions.
According to Tumonbaev, currently, only families with a third child born after January 1, 2026, can receive the benefit. Families whose third or subsequent child was born before this date and whose children have not yet reached three years old by the time the law comes into effect find themselves at a disadvantage.
Furthermore, the deputy proposes to expand the "Uiy-bologo komok" benefit so that it becomes available not only to needy families with children up to 16 years old but also to all families with children up to 12 years old. At the same time, it is planned to increase monthly payments to heroic mothers to 5,000 soms.
