Tumonbaev also mentioned that starting from January 1 of this year, a new monthly benefit "Komok for Residents of High Mountain Areas" has been introduced, which is provided for the third and subsequent children until they reach the age of three.
According to the deputy, the existing provision creates unequal conditions for families living in similar high-altitude areas. He noted that only those families whose third child was born on or after January 1, 2026, are entitled to the benefit. Meanwhile, families where the third or subsequent child was born earlier and has not yet turned three by the time the law comes into effect are left at a disadvantage.
As part of his initiative, Tumonbaev proposes that the "Uiy-bologo Komok" benefit be granted to all families with children up to 12 years old, not just those in need. Currently, the amount of the benefit is 1,200 soms, and an additional coefficient is applied for high-altitude regions. - Note from Kaktus.media.
It is proposed to introduce a provision under which the benefit will be assigned without considering:
- the total income of the family;
- the social and property status of the parents (adoptive parents and guardians);
- the place of residence of the child;
- the order of birth of the children;
- the receipt of other types of state benefits.
The Cabinet of Ministers will determine the amount, procedure for assigning, and payment of the monthly benefit. Financing will be carried out from the republican budget.In calculating the total income of the family, the value of household appliances, vehicles, agricultural animals, and other movable and immovable property will not be taken into account, except in cases where this property is a source of income.
Additionally, the deputy proposes to establish an extra payment of 5,000 soms for mothers-heroes in addition to the benefit. If the initiative for the additional payment is approved, 1.8 billion soms will need to be allocated.
