He noted that from 1990 to 2000, the state's financial resources were so limited that they barely sufficed to pay salaries and social benefits.
Japarov added that presidents were often forced to travel abroad in search of grants and loans. "If we analyze the overall budget for the specified period, it becomes clear that it barely covered expenses for salaries, servicing external debt, and only a small portion remained for the construction of educational institutions and other facilities. As a result, we ended up with the construction of a single school stretching over 10 to 20 years," he emphasized.
