The city hall reminded residents of the opportunity to submit their proposals regarding the draft resolution concerning the development of the recently annexed territories to Bishkek.
It is worth recalling that on January 19, 2026, a draft resolution titled "On the Approval of the Action Plan for the Development of Territories Annexed to the City of Bishkek as Part of the Administrative-Territorial Reform for 2026-2030" was published.
According to information from the city hall, in accordance with the Law of the Kyrgyz Republic "On Administrative-Territorial Units at the Level of Ayil Districts and Cities of the KR" dated July 18, 2024, No. 128, Bishkek has taken under its management 8 ayil districts, which include 24 settlements. This process has led to an increase in the city's area from 12.9 thousand to 41 thousand hectares.
The city hall noted that Bishkek has been transferred 15,588.96 hectares of agricultural land and 87 social infrastructure facilities. However, despite this, the new territories face a shortage of social facilities, outdated institutions, as well as poorly developed roads and engineering networks, including water supply, electricity supply, and sewage.
To address these issues, a phased Action Plan for 2026–2030 has been developed, covering four districts of the city and including the development of social, road, and engineering infrastructure using funds from the republican and local budgets, as well as resources from municipal enterprises and off-budget sources.
The implementation of this Plan will create a balanced urban environment, improve the quality of life for residents, and integrate the new territories into a unified socio-economic system of the city of Bishkek.
All interested parties can send their proposals regarding the draft resolution to the email address: [email protected] until February 3, 2026.
