Foreigners entering Kyrgyzstan for the first time may be assigned a PIN at the border.

Foreigners and stateless persons arriving in Kyrgyzstan for the first time will be able to receive a PIN at the border. The draft government resolution, developed by the Presidential Administration, is currently undergoing public discussion.

The initiative is supported by its author, who believes that automating the process of assigning a PIN through a unified system for accounting external migration will:

optimize and expedite migration registration, eliminating the need for a repeat visit to public service centers to obtain a PIN;
ensure data consistency, as the Unified System for Accounting External Migration (ЕСУВМ) automatically collects information obtained when crossing the state border of Kyrgyzstan;
improve the accuracy and timeliness of accounting, as the PIN will be assigned immediately upon the identification of the individual by border guards;
reduce the administrative burden on the Public Service Centers (ЦОН);
meet modern requirements for the digitalization of public services.

In this regard, it is proposed to amend Resolution No. 207 "On the Approval of the Procedure for Assigning and Changing Personal Identification Numbers" dated April 17, 2025, by adding a clause stating that a PIN for foreign citizens and stateless persons crossing the border of Kyrgyzstan for the first time will be assigned by authorized bodies in the field of national security through the unified system for accounting external migration at the entry stage, based on data obtained during border control. The procedure for assignment will be determined by the State Committee for National Security (ГКНБ).

It should be noted that the first digit of the 14-digit PIN for foreigners and stateless persons will be equal to 4.
